Jobs in this family are responsible for the sales and promotion of Missouri Lottery products and services.

Typical functions

The functions within this job family will vary by level, but may include the following:

  • Provide assistance to customers, retailers, and the general public regarding lottery products and promotions.
  • Sale and promotion of Missouri Lottery products to retail establishments.
  • Establish and maintain effective relationships with retailers.
  • Analyze trends and inventory to identify strategies to grow sales.

Positions allocated to this series may perform the duties described, or specialize in areas of customer assistance/support, sales, program support, or management. The work assigned to positions in this series ranges from providing customer service functions to the management, design, and oversight of sales programs and projects.

Lottery Customer Service Specialist

This is an entry level position with the Missouri Lottery responsible for customer service functions. Positions are accountable for providing information and responding to inquiries and complaints from retailers, Lottery staff, customers, and the general public regarding lottery products and promotions. Verifies appropriate tax and other financial clearances before issuing winner payments, examines and validates prize claims, and completes sales/redemption transactions for a variety of lottery products.

Knowledge, skills & abilities

Knowledge of Missouri Lottery policies, procedures, and operations; and statutes and regulations applicable to the sales/redemption of lottery products. Ability to assist and disseminate general information pertaining to retailer/customer inquiries and problems, and to receive, disburse, and process cash and checks and perform basic bookkeeping functions.

Lottery Inside Sales Specialist

This is an inside sales position with the Missouri Lottery accountable for work involving the promotion of Missouri Lottery products to established retail accounts holders within an assigned territory.  Places telephone calls to assigned retailers to ensure an adequate supply of lottery products is available at each of the Lottery selling locations, and to promote products and conduct market surveys. Employees in this class are accountable for establishing and maintaining effective relationships with retailers to promote the sale of Missouri Lottery products.  Analyzes retailers’ sales trends and inventory, recommends and maintains appropriate product inventory and variety, and identifies strategies to optimize sales and improve inventory management. May train and mentor other Inside Sales Specialists.

Knowledge, skills & abilities

In addition to those identified in the previous level: Knowledge of Missouri Lottery policies, procedures, and operations; statutes and regulations applicable to the sales/redemption of lottery products; and sales and marketing techniques. Ability to train, coach, and mentor other team members, and to provide training and assistance to retailers and their employees.

Lottery Inside Sales Team Manager

This is a supervisory inside sales position with the Missouri Lottery responsible for coordinating the operations of a unit involved in the promotion of Missouri Lottery products to established retail account holders.  Employees in this class are accountable for providing sales tools, analyzing team member sales trends and goals, communicating expectations, identifying training needs, and developing training exercises. Employee supervision includes recruitment, selection, hiring, training, work planning, assignments, performance assessment, coaching, and progressive discipline. At this level, employees may perform the full range of activities of the work overseen and ensure activities are performed according to procedures, policies, regulations, and goals.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of the principles and techniques of effective supervision and training.  Ability to supervise, train, and evaluate the work of assigned staff and coordinate sales and marketing efforts within assigned area of responsibility.

Lottery Field Representative

This is a professional sales position with the Missouri Lottery responsible for public contact and field work involving the sale and promotion of Missouri Lottery products to retail establishments within an assigned geographic territory. Travels to contact retail establishments within an assigned geographic territory to effectively negotiate the sale and promotion of lottery products. Employees in this class are accountable for establishing and maintaining effective relationships with retailers, and managing and scheduling routine visits based on sales volume, equipment used, product mix, and geography. Utilizes field software to analyze sales and identify trends in the market and individual retail locations.  Negotiates regarding the expansion of product lines, game mix, and product placement and must have familiarity with retailer accounting and inventory practices. Visits retailers to service established accounts, deliver supplies, and troubleshoot equipment; trains retailers and their staff on the use of lottery equipment. May train and mentor other sales representatives.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of Missouri Lottery products and effective marketing and promotional strategies. Ability to operate a motor vehicle and maintain a valid vehicle operator’s license, travel extensively in the performance of assigned duties, maintain assigned vehicle, and to load/unload supplies and boxes into/out of a lottery vehicle.

Lottery District/Corporate Sales Manager

This is a supervisory or advanced professional Lottery Sales position coordinating the sale and promotion of Missouri Lottery products, or comparable sales support work.

Supervisory positions are responsible for the sales activities of assigned field staff responsible for servicing retail accounts; or coordinating a variety of functions to support statewide sales projects. At this level, work involves developing and implementing sales and promotional plans, and monitoring and reporting on progress toward the attainment of sales goals. Employee supervision includes hiring decisions, training oversight, performance assessment, coaching, and progressive discipline. Supervision at this level requires employees to have the knowledge and skills to perform and review the work overseen.

Individual contributor positions at this level may function as a Corporate Sales Manager, developing individualized corporate business strategies and presentations for the recruitment, development, and implementation of chain store programs. Positions will also be responsible for key account management as well as strategic planning initiatives.  Work involves managing corporate programs and strategies by conducting chain store audits, identifying industry and chain sales trends, and establishing relationships with chain owners and decision makers to improve overall effectiveness of corporate programs and strategies.

Lottery Sales Manager

This is a managerial Lottery Sales position responsible for design and oversight of sales programs and projects for inside and/or outside sales, regional or statewide. Program management areas may include development and oversight of corporate business strategies, special projects and initiatives, recruitment, and expansion. Evaluates and identifies sales and market trends and strategically designs and negotiates sales programs with lottery managers and corporate and industry partners. Integral to organizational strategic planning efforts and leads and oversees project and program management related to strategic plan.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of current lottery industry marketing, promotion, sales, advertising, or service provider operations, issues, and theories; lottery products and those products or services in competition with the Missouri Lottery in the retail marketplace; and governmental budgeting, fiscal management, and contract management. Ability to analyze and evaluate policies and operations and formulate recommendations, and to manage change, provide program management, and achieve results.
