Description

Jobs in this family review, evaluate, and analyze work and/or living environments, and design programs and procedures that control, eliminate, and prevent disease and injury to the public caused by chemical, physical, and biological agents or ergonomic factors.

Typical functions

The functions within this job family will vary by level, but may include the following:

  • Collect environmental data.
  • Participate in inspections and investigations.
  • Interpret laboratory results.

The work assigned to positions in this series ranges from performing environmental inspections and investigations to managing compliance programs.

Public Health Environmental Associate

This is a first-level professional position responsible for working under the supervision of a higher level professional to perform limited assignments of specific duties focused on maintaining compliance and providing technical support and problem resolution. Employees collect environmental data (e.g., water, waste water, soil, and air samples) and interpret lab results and/or perform basic statistical analysis of data to determine compliance with rules and regulations; investigate routine complaints of noncompliance; conduct preliminary review and evaluation of permit applications (including plans); and assist in preparing technical reports and documentation.  

Knowledge, skills & abilities

Knowledge of the basic principles within environmental/physical science, energy efficiency, or engineering.  Ability to conduct routine and standardized inspections with minor environmental impact (e.g., open burning) and which are guided by established standards and procedures. Ability to identify potential problem areas and contribute to developing solutions.

Public Health Environmental Officer

This is a second-level professional position responsible for environmental health work that requires analysis and judgment under the guidance or within the framework of defined policies or varied procedures and practices to determine the appropriate course of action. Employees apply professional and technical knowledge to undertake analysis and interpretation of information and data. Employees are responsible for short to medium term objectives and outcomes, and work under the general guidance and advice of their supervisor or a more senior staff member.  Employees are contributing team members and present recommendations and build on the ideas of others within and outside of their discipline.

Knowledge, skills & abilities

In addition to those identified in the previous level: Knowledge of the principles, practices, and terminology of environmental public health. Ability to comprehend and interpret environmental public health regulations, requirements, and policies.

Public Health Environmental Specialist

This is a seasoned professional responsible for inspecting and investigating complex environmental sources; controlling facilities or problems involving multiple waste streams (e.g., air, water, and solid waste), wastes, or emissions having significant potential public health or environmental impact if uncontrolled;  enforcing environmental rules and permit conditions; and performing complex assignments often requiring the development of solutions to difficult environmental problems. Employees review and evaluate (including analysis of potential impact) complex pollution control facility plans, reports, tax credit applications, variance requests, and proposed compliance strategies or other proposals; negotiate conditions; and recommend approval or disapproval. Employees have project/program responsibility with assisting in determining project objectives to contribute to the development of a comprehensive program, contributing to successful project completion by participating in the resolution of issues such as conflicting technical objectives, unsuitability of standard procedures, and difficult coordination requirements; and coordinating project or program development activities with other state agencies, advisory committees, and industry or special interest groups.

In addition to those identified in the previous levels: Knowledge of environmental public health and regulatory processes. Ability to interpret, apply, and enforce environmental public health laws, regulations, requirements, and policies.

Public Health Environmental Supervisor

This is a first-level supervisory position accountable for designing, planning, implementing, and managing an environmental public health compliance program. Employees are responsible for supervising a team of professional employees. Employee supervision includes recruitment, selection, hiring, training, planning, assigning and reviewing work, performance assessment, coaching, and progressive discipline. Supervision at this level also requires employees to have the knowledge and skills to monitor and review the work overseen.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of the rules, regulations, and specific requirements for any assigned program for which the employee may have responsibility. Ability to address program operational and technical issues and problems.  Ability to monitor and review the work overseen.

Public Health Environmental Manager

This is a senior-level supervisory/managerial position accountable for the design, planning, implementation, and management of a statewide or technically complex environmental public health compliance program. Employees in these roles are required to perform long-term strategic planning, develop related budgets, have expertise in the field of environmental public health, and the capability to impact issues at the legislative level (e.g., write legislative concepts and policy opinion packages). Employees possess thorough knowledge of legislative scope and program related environmental public health regulation and compliance issues and requirements; and the ability to build and maintain stakeholder relationships. Supervision is delegated to lower level supervisors/managers within a statewide program or to professional level staff within a smaller, technically complex program.

In addition to those identified in the previous levels:  Knowledge of governmental budgeting, fiscal management, and grants and contract management requirements.  Ability to direct, develop, implement, and evaluate environmental standards, regulations, policies, procedures, and programs.
