Jobs in this family perform financial analyses, compliance investigations, audits, enforcement, and training and education activities related to the licensure and/or business practices, products, or services of regulated industries, businesses, professions, and/or persons.  Jobs in this family require professional level knowledge of, and experience with, business operating practices.  Positions may require certifications and/or licensure in the relevant profession.

Typical functions

The functions within this job family will vary by level, but may include the following:

  • Conduct inspections, investigations, and/or audits of assigned businesses, professions, or persons to assure compliance with applicable state or federal laws or rules and regulations.
  • Review required documentation as it relates to program requirements.
  • Respond to complaints from concerned parties regarding suspected violations. 
  • Prepare a detailed report of findings and provide necessary information and documentation.
  • Testify at administrative or judicial proceedings regarding the procedures employed and consequent findings.

Positions allocated to this series may perform the duties described, or specialize in investigations concerning any of a number of professions or services regulated by the State of Missouri. The work assigned to positions in this series ranges from vocational-level work performing inspections to managerial work involving the design, planning, implementation, and management of a statewide compliance program.

Regulatory Inspector

This is a first-level vocational position accountable for scheduling and conducting initial, annual, random, renewal, and follow-up inspections of assigned businesses or professions to assure conformity with applicable state laws or rules and regulations.  Employees in this class are responsible for verifying licensure of professionals and businesses and inspecting and reviewing business documentation as it relates to licensure requirements.

Knowledge, skills & abilities

Knowledge of state statutes and regulations of assigned entities(s). Knowledge of inspection methods and techniques. Ability to identify, interpret, explain, and apply applicable statutes and regulations. Ability to analyze and prepare clear and detailed reports of inspection findings. Ability to travel extensively, operate a motor vehicle, and maintain a valid vehicle operator’s license.

High School diploma or equivalent and 1-2 years of relevant experience. (Substitutions may be allowed.)

Senior Regulatory Inspector

This is an advanced vocational position accountable for scheduling and conducting initial, annual, random, renewal, and follow-up inspections of assigned businesses or professions to assure conformity with applicable state laws or rules and regulations. At this level, employees will verify licensure of professionals and businesses and inspect and review business documentation as it relates to licensure requirements. Work includes serving as a lead worker and mentor to first-level vocational positions.

Knowledge, skills & abilities

In addition to those identified in the previous level: Knowledge of current developments and trends of industries regulated by the assigned licensure Board(s). Ability to independently establish and complete daily work schedules.

Regulatory Inspector Supervisor

This is a supervisory position responsible for overseeing the work of vocational-level positions in inspecting and investigating compliance with business or professional licensure and regulation requirements.  Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline. Supervision at this level also requires these employees to have the knowledge and skills to perform the work overseen.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of the principles of supervision and training. Ability to plan, organize, coordinate, and evaluate the work of field inspectors.

Regulatory Auditor

This is a first-level professional position accountable for performing routine inspections, complaint investigations, or audits of specific business practices and/or licensing compliance for entities or persons through interviews, records examination, field visits, and, occasionally, basic sample collection. Identification of compliance violations at this level are guided by established guidelines and procedures. At this level, employees may write investigative reports, negotiate compromise resolutions, issue appropriate penalties, and/or recommend further legal/disciplinary action. Employees at this level may require working knowledge of bookkeeping and accounting practices; general knowledge of the government’s role in the regulation, compliance, enforcement, and licensing of entities; and ability to conduct research.

Knowledge of state and federal law, policy, procedures, codes, rules, and regulations applicable to the assigned program. Knowledge of the objectives, standards, operations, and practices of assigned programs. Knowledge of interviewing and investigative techniques. Ability to interpret, apply, and explain applicable statutes, rules, policies, and procedures. Ability to compile, present, and interpret reports and related data. Ability to travel extensively, operate a motor vehicle, and maintain a valid vehicle operator’s license. Ability to meet the physical demands of the position.

Senior Regulatory Auditor

This is a second-level professional position accountable for inspections, investigations, or audits in which employees may require professional licensure and experience in the professions or businesses regulated.  Employees at this level ensure compliance with state regulations and licensing and federal certification requirements of regulated entities/persons. Employees may also review performance and program coordination activities of a compliance program, requiring specific knowledge and experience in a moderately complex regulated industry. At this level, employees write investigative reports, negotiate compromise resolutions, issue appropriate penalties, and/or recommend further legal/disciplinary action.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Ability to mentor, coach, and train other professionals. Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the agency. Ability to prepare and present evidence in administrative and legal proceedings. Ability to testify as an expert witness under cross-examination.

Regulatory Auditor Supervisor

This is a professional supervisory position accountable for overseeing the inspections, investigations, or audits in which employees may require professional licensure and experience in the professions or businesses regulated. At this level, employees may function as a programmatic, regional, or statewide supervisor.  Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline. Supervision at this level also requires these employees to have the knowledge and skills to perform the work overseen.

In addition to those identified in the previous levels: Knowledge of the principles and techniques of effective supervision and training. Ability to provide leadership and supervision to professional and technical staff.

Regulatory Compliance Manager

This is a managerial position accountable for the design, planning, implementation, and management of a specific compliance program that has statewide impact. Supervision is provided to professional level staff. Work at this level requires the ability to perform long-term planning and develop related budgets; thorough knowledge of legislative scope, program related regulations, and compliance issues and requirements; the ability to build and maintain stakeholder relationships; and the ability to analyze issues at the legislative level.

In addition to those identified in the previous levels: Knowledge of the background, philosophy, mission, and objectives of the agency and the legislative process. Knowledge of governmental budgeting and fiscal management. Ability to manage change, provide effective management, and achieve results. Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the agency.
