Jobs in this family are accountable for the identification, analysis, planning, execution, and completion of projects for information technology (IT) solutions of an IT team to ensure projects achieve their goals and meet pre-defined outcomes. This may include process re-engineering from an IT perspective, and ensuring that business requirements are translated into effective business technologies.

Typical functions

The functions within this job family will vary by level, but may include the following:

  • Prioritize requirements of projects.
  • Define project scope, objectives, and requirements.
  • Communicate with information technology staff and stakeholders regarding project objectives, priorities, and scope.
  • Clarify the business needs of information technology projects.
  • Ensure adherence to security standards.

The work assigned to positions in this series ranges from serving as a business analyst for a project to leading multi-million dollar, multi-year projects.

Business Analyst

This is an entry-level professional position accountable for determining business needs and translating into functional specifications. Defines systems scope, objectives, and functions based on user input and understanding of business processes. Provides the basis for the design or modification of information systems through business analysis. Documents requirements and writes technical documents. Typically work assigned is of moderate complexity and/or impact/risk projects/systems.

Knowledge, skills & abilities

Knowledge of business concepts of assigned area. Ability to create and understand process diagrams, flowcharts, and business models. Ability to identify scope, objectives, and functionality of a project. Ability to translate technical terminology into easy to understand terms.

Typical qualifications

Bachelor’s degree and 0-2 years of relevant experience. (Substitutions may be allowed.)

Senior Business Analyst

This is a senior-level professional position accountable for determining business needs and translating into functional specifications. Defines systems scope, objectives, and functionality based on user input and understanding of business processes. Provides the basis for the design or modification of information systems through business analysis and documents requirements. Typically assigned work on more complex, larger, and higher impact/risk projects/systems. Will typically design/devise more optimal systems and processes based on broader experience.

Knowledge, skills & abilities

In addition to those identified in the previous level: Skill in outlining project scope, objectives, and functionality. Skill in translating business processes into information technology requirements. Ability to assess situations, including risks and benefits, receive feedback from stakeholders, and select a course of action.

Bachelor’s degree and 6-10 years of relevant experience. (Substitutions may be allowed.)

Project Manager

This is the first level of project management. Typically has a project portfolio up to $5 million. Responsible for project planning, overseeing activities of a project team, and identifying appropriate resources needed. Develops project plans, timelines, and accountabilities. Must be familiar with project scope and objectives as well as role of each team member. Accountable for developing project deliverables and measuring project outcomes. Frequent interaction with both business owners and managers in other IT functions.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Skill in planning and organizing projects ensuring project deadlines are met. Ability to manage a project from conception to implementation. Ability to collaborate with professional staff and stakeholders. Ability to lead a team. Ability to mentor, coach, and develop skills of staff.

Bachelor’s degree and 7-10 years of relevant IT experience. (Substitutions may be allowed.)

Senior Project Manager

This is a senior-level project manager accountable for managing the most complex projects at an agency level or statewide enterprise level. Typically, has a project portfolio in the range of $5 to $15 million. Responsible for project planning, overseeing activities of the project team, and identifying appropriate resources needed. Develops project plans, timelines, and accountabilities. Must be familiar with project scope and objectives as well as role of each team member. Accountable for developing project deliverables and measuring project outcomes. Frequent interaction with both business owners and managers in other IT functions. Often manages lower-level project managers. May assist Chief Information Officer (CIO) or other directors or managers with strategic planning and direction.

Project Manager Director

This is a managerial level position accountable for managing projects which are highly complex in nature and have a statewide enterprise impact. Due to the nature of these projects, this level of work is likely to be found in the central information technology (IT) office or the largest and most complex agencies. The projects managed at this level are the largest in terms of size, scope, complexity, and impact on the State. Typically, has a project portfolio in excess of $15 million. Projects are typically multi-year and multi-faceted. Responsible for project planning, overseeing activities of the project team and identifying appropriate resources needed. Develops project plans, timelines, and accountabilities. Must be familiar with project scope and objectives as well as role of each team member and/or sub project managers. Accountable for developing project deliverables and measuring project outcomes. Frequent interaction with both business owners and managers in other IT functions. Often manages lower- level project managers. Responsible for assisting the Chief Information Officer (CIO) with strategic planning and direction.

In addition to those identified in the previous levels: Knowledge of strategic planning. Skill in overseeing multiple projects. Skill in identifying and resolving issues regarding resources and project obstacles. Skill in communicating and presenting technical terminology to stakeholders and other professional/managerial staff.
