Description

Jobs in this family provide direct supervision and/or treatment to youth in active State programming. The jobs in this family perform security-related tasks to ensure a safe, secure environment within a residential setting and/or move youth through a treatment and transition plan.

Typical functions

The functions within this job family will vary by level, but may include the following:

  • Provide treatment services to youth, and ensures their safety and security.
  • Monitor activity, behavior, and movement of youth.
  • Facilitate treatment programs, rehabilitative programs, counseling services, and/or educational services for youth.

Positions allocated to this series may perform the duties described, or specialize in areas of case management/assessment, Adventure Based Counseling activities, or a variety of specialized programs, services, and resources. The work assigned to positions in this series ranges from direct oversight and monitoring of youth in State custody to the overall management and administration of an assigned facility/program.

Youth Services Worker

This is a youth services employee responsible for providing treatment services and ensuring safety and security to youth within a specific unit. Employees will facilitate treatment programming to youth (e.g., youth advocate, group facilitation, creation and delivery of treatment activities, etc.). Duties also include ensuring safety; monitoring activity, behavior, and movement of youth both within a residential setting or while escorting youth off grounds; and performing physical counts. Employees may also assist in the educational program.

Knowledge, skills & abilities

Knowledge of individual and group behavior. Knowledge of child development and the role of the family. Knowledge of the causes of juvenile delinquency and current methods of youth treatment. Ability to work with youth and family members. Ability to foster the cooperation of youth in the treatment process. Ability to physically respond appropriately to work situations or emergencies. Ability to learn verbal and physical crisis intervention/de-escalation techniques and emergency treatment procedures. Ability to transport youth and travel as necessary.

Typical qualifications

Youth Services Specialist

This is a professional position responsible for conducting a rehabilitative program of recreation and related outdoor skills activities for youth committed to custody; or case management functions and determining needed services for stakeholders; developing, administering, and overseeing treatment plans for youth; and preparing documents for administrative review panels and courts.

Knowledge, skills & abilities

In addition to those identified in the previous level: Knowledge of the Missouri Juvenile Court System. Knowledge of the basic principles and techniques of supervision. Knowledge of outdoor program activities. Knowledge of crisis intervention techniques and emergency treatment procedures. Knowledge of the techniques, methods, and goals of rehabilitative therapy.

Bachelor’s degree and 1-3 years of youth treatment experience and/or relevant certification. (Substitutions may be allowed.)

Youth Services Supervisor

This is a supervisory position responsible for the overall management of an assigned unit. Employees coordinate the direct treatment for a group of youth committed or assigned to the facility. Employees in this class also direct all the activities involved in the daily operation of a living unit, including safety and security (e.g., delegation of case management responsibilities, coordination of youth appointments, point of contact for families and various other professionals). Employees at this level also conduct risk needs assessments, provide input into case plans, monitor progress and make recommendations, facilitate treatment groups, and co-facilitate therapy groups.

In addition to those identified in the previous levels: Ability to supervise staff and youth.

Youth Services Coordinator

This is a specialized professional position responsible for coordinating and evaluating a variety of specialized treatment programs, counseling services, and community resources within an assigned region of the state; or administering and overseeing Adventure Based Counseling activities statewide, tracking training hours, policy development, and performing duties described at lower levels.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of the counseling principles, theories, and techniques used with families and individuals. Knowledge of the statutes, rules, and regulations relating to juvenile treatment programs and services, case management, dual jurisdiction, and the juvenile court diversion program. Knowledge of governmental and community resources available. Ability to match individual client needs with available services. Ability to conduct short term therapy with families, evaluate and plan treatment, and train others in family therapy. Ability to interpret, explain, and apply applicable statutes, regulations, policies, and procedures.

Youth Services Manager

This is a supervisory/managerial position accountable for setting the tone and vision with responsibility for the overall management of an assigned unit, including the supervision of both professional and vocational staff; and/or assisting a manager in a larger facility/program. At this level, employees supervise and may perform the activities overseen, in addition to overseeing development and administering case plans, maintaining professional contacts for the unit, coordinating with the field (e.g., case management), managing a facility/program budget, and providing input into programming.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of the principles and practices of management and program administration. Knowledge of the principles and practices of budgeting, fiscal administration, procurement, and inventory control.
