Typical functions

The functions within this job family will vary by level, but may include the following:

  • Provide program assistance and guidance to various populations.  
  • Monitor programs and services to ensure that objectives are achieved.
  • Conduct research and collect data for planning and evaluating a program.

Positions in this series may perform the duties described, or specialize in areas of managing grant programs. The work assigned to positions in this series ranges from data entry and financial tracking to managing a component of a large public health program.  

Public Health Program Associate

This is an entry-level professional position responsible for planning, promoting, implementing, or evaluating a public health program, service, or grant; or implementing environmentally influenced public health laws and regulations. At this level, employees provide assistance to partners, contractors, and agencies involved in program implementation; and perform day-to-day program activities including meeting with clients, evaluating health information, and participating in public health events.

Knowledge, skills & abilities

Skill in dealing with diverse individuals and populations in a community. Ability to compile and enter data for reporting purposes.

Public Health Program Specialist

This is a second-level professional position responsible for planning, promoting, implementing, or evaluating a public health program, service, or grant; or implementing environmentally influenced public health laws and regulations. At this level, employees provide assistance and guidance to partners, contractors, and agencies involved in program implementation; and perform day-to-day program activities including conducting inspections and surveys, assisting in budget development, and participating in or leading public health events.

Knowledge, skills & abilities

In addition to those identified in the previous level: Knowledge of individual and community health problems related to public health programs. Ability to work with considerable independence performing a wide range of duties to support the program.

Bachelor’s degree and 2 or more years of relevant experience. (Substitutions may be allowed.)

Senior Public Health Program Specialist

This is a seasoned professional position responsible for planning, promoting, implementing, or evaluating a public health program, service, or grant; or implementing environmentally influenced public health laws and regulations. Employees are responsible for supporting health program teams through accomplishing or contributing to components of more complex work or programs. At this level, the position requires employees with a health or science-related background who can conduct basic research and analysis (e.g. market research, audit of program effectiveness, budget analysis, etc.). Employees also conduct routine training for the public, identify best practices, and research and develop components of future programs for implementation.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of current trends and developments in public health, medical sciences, and health care. Ability to plan, implement, administer, and evaluate health education and health promotion programs for various populations.

Public Health Program Supervisor

This is a professional supervisory position in which employees are experts in a specific public health related field. Employees administer national grants and represent the state as a subject matter expert on a national platform to inform program policy. At this level, employees develop programs to respond to legislative and government mandates, draft and propose changes to current programs, or identify program needs (e.g. immunization, drinking water programs) to a legislative body.  Employees also coordinate work and processes of others carrying out activities related to one’s area of expertise. This may include overseeing implementation of grants to ensure adherence to set policies and expectations.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of the programs and objectives of a state health agency. Ability to analyze and evaluate policies and operations and formulate recommendations.

Public Health Program Manager

This is a professional public health program position that manages specific activities supporting the planning, design, development, testing, piloting, rollout, implementation, and operational phases of a specific component within a large health program. Employees have supervisory responsibilities over professional staff and have input into setting a budget (e.g. HIV prevention training as a component of the state HIV program). Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of the organization and operation of public agencies at the national, state, and local level. Knowledge and skill to perform and review the work overseen.  Ability to develop, implement, and administer assigned programs and/or services to achieve positive program outcomes.

Typical qualifications

Master’s degree, 4 or more years of relevant experience, and 1-2 years of supervisory experience. (Substitutions may be allowed.)
