Jobs in this family examine, analyze, process, report on, and interpret accounting and other financial records. The jobs in this family install or advise on systems for recording costs or other financial and budgetary data, and analyze and ensure compliance with applicable rules, laws, and regulations. Jobs may also carry out collections-related activities.

Typical functions

The functions within this job family will vary by level, but may include the following:

  • Calculate, record, and maintain accounting information.
  • Review documents to determine completeness, accuracy, and proper authorizations.
  • Resolve or assist in resolving financial discrepancies.
  • Process payroll, accounts receivable/payable, travel expenses, and/or collections.

Positions allocated to this series may perform the duties described, or specialize in areas of budgets or benefits. The work assigned to positions in this series ranges from maintaining routine accounting information to directing and managing all finance and accounting functions for a large, complex agency.

Accounts Clerk

This is a first-level vocational position that calculates, records, and maintains routine accounting information. At this level, employees record and process simple, single-step transactions and check fiscal source documents to determine completeness, accuracy, and proper authorizations. Tasks are clear-cut and directly related.

Knowledge, skills & abilities

Knowledge of accounting procedures and office methods and practices. Ability to make mathematic calculations. Ability to meet deadlines. Ability to review financial documents for accuracy with attention to details. Ability to maintain automated and manual financial records.

Typical qualifications

0-1 year of experience.

Accounts Assistant

This is a second-level vocational position accountable for completing standard accounting tasks using established processes, procedures, and regulations. Employees at this level perform routine analysis, research and resolve problems, and provide financial information. Tasks may include producing routine financial reports using established formats and precedents.

Knowledge, skills & abilities

In addition to those identified in the previous level: Knowledge of basic research methods related to financial transactions. Ability to identify and resolve transactional issues.

Typical qualifications

Senior Accounts Assistant

This is an advanced vocational position accountable for maintaining specialized accounting record systems including resolving errors, balancing accounts and records, and preparing reports. Employees also help accounting staff solve technical issues. At this level, employees monitor and provide information about a variety of fiscal areas (e.g. grants, budgets, benefits, etc.) and analyze transactions to determine if complex accounting entries are accurate. Incumbents are also accountable for reviewing and processing complicated or contested transactions (e.g. payroll, accounts receivable/payable, travel expenses, collections, etc.).

Knowledge, skills & abilities

In addition to those identified in the previous levels: Skill in using automated financial systems. Ability to apply accounting principles and practices to varied levels of accounting transactions. Ability to mentor and provide guidance to accounting staff.

Accounts Supervisor

This is a supervisory position that participates in and oversees the work of vocational level accounting staff. At this level, employees also manage processes or programs within a small section (e.g. payroll), including the development, evaluation, and revision of accounting policies and procedures to meet required rules. Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline. Supervision at this level also requires employees to have the knowledge and skills to perform and review the work overseen.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of supervisory techniques. Skill in interpreting statistical and financial statements, presenting financial reports and statements, and mentoring staff on these tasks. Ability to interpret and apply regulations, agency policies, and procedures associated with areas of assignment.

Accountant

This is a first-level professional position accountable for examining, accounting for, reconciling, analyzing, and interpreting standard accounting data and records. At this level, employees apply basic accounting theory and review fiscal transactions to ensure agency practices (e.g. payroll, accounts payable/receivable, inventory, collections, etc.) are in accordance with general and government accounting practices and principles, and with agency policy and procedure. Employees reconcile accounting reports and conduct basic or routine analysis of agency fiscal data (e.g. budget versus actual revenues). Work is limited in complexity (e.g., relatively small number of fund types, revenue sources, cost centers, and cost allocations).

In addition to those identified in the previous levels: Knowledge of Generally Accepted Accounting Principles (GAAP). Skill in providing clarification of technical financial issues in an understandable manner. Ability to adapt to changing regulations and situations.

Intermediate Accountant

This is a second-level professional position accountable for examining, accounting for, reconciling, analyzing, and interpreting accounting data and records. At this level, employees apply professional and technical accounting knowledge to undertake analysis and interpretations of financial information and data in accordance with general and government accounting practices and principles. Incumbents are accountable for working under the guidance or within the framework of established processes, systems, practices, and regulations and applying those to perform work, research information, and make evaluations and recommendations.

In addition to those identified in the previous levels: Skill in applying varied acceptable and established accounting methods to resolve financial issues. Ability to interpret Generally Accepted Accounting Principles (GAAP).

Senior Accountant

This is an advanced professional position accountable for performing advanced professional accounting work that is wide in scope and complexity. Employees at this level apply advanced accounting and financial theory to develop and implement statewide accounting policies, procedures, and systems. Senior Accountants ensure integrity, accuracy, and control of data and fund expenditures. Work at this level requires working under the guidance of statewide accounting policies and includes uniquely complex issues with many unknowns, and significant risk to the State.

In addition to those identified in the previous levels: Knowledge of multiple processes, systems, and practices. Skill in interpreting and applying Generally Accepted Accounting Principles (GAAP).

Accountant Supervisor

This is a supervisory/managerial position accountable for overseeing the work of professional-level accounting staff. Accountant Supervisors are accountable for formulating fiscal policies and operating procedures to concur with laws, rules, and regulations as well as Government Accounting Standards Board (GASB). Employees at this level administer accounting programs and may prepare budgets or participate in the budget process for the agency or department by providing data to the executive teamEmployees are accountable for receiving and resolving questions and problems presented by business partners, federal government agencies, local governments, state agencies, executive staff, and other employees.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of the principles and practices of supervision. Ability to evaluate and recommend financial process improvements. Ability to evaluate federal and state legislation to determine overall impact on fiscal activities and determine effective course of action.

Accountant Manager

This is a managerial position responsible for directing and managing finance and accounting functions for a large, complex agency. Incumbents are accountable for formulating fiscal policies and operating procedures to concur with laws, rules, and regulations as well as Government Accounting Standards Board (GASB). At this level, employees administer programs and/or prepare agency budget in cooperation with agency executive team. Employees at this level receive and resolve questions and problems presented by business partners, federal government agencies, local governments, state agencies, executive staff, and other employees.   

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of managerial techniques and administrative practices. Skill in drafting proposed fiscal policies and practices and identifying potential impact. Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the agency.
