Appraisal and Assessment Supervisor/Specialist

General summary

Supervisory professional position that provides technical expertise for statewide appraisal and/or assessment programs and serves as a team leader for an appraisal and/or assessment team. Employees conduct site inspections and assist in creating statewide standards for appraisal and assessment programs.

Specialist positions at this level are responsible for performing specialized work involving original assessment of distributable property held by public utilities, railroads, airlines, private car companies, and related entities.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of applicable statistical concepts and methods used in assessment valuation and the development of ratio studies. Knowledge of the principles and techniques of effective supervision and training. Knowledge of auditing techniques and public utility operations and regulations. Ability to interpret complex statistical and/or financial reports; analyze and categorize data; and interpret, explain, and apply policies, procedures, and standards to specific situations. Ability to prepare and provide testimony as an expert witness.

Typical qualifications

Bachelor’s degree and 5 or more years of relevant experience. (Substitutions may be allowed.)
