Human Resources Consultant Specialist

General summary

This is a specialized human resources professional position accountable for performing independent and highly specialized work in a designated program. Position incumbents serve as experts and are accountable for developing and implementing plans of actions associated with a designated statewide program. Employees provide consultation to and/or partner with agency human resources staff on matters relative to designated program areas and provide value added advice on a broad range of human resources issues. Positions are responsible for work on project teams both within designated areas and other human resources areas toward the end of enhancing statewide human resources programs. Duties include producing key reports that can be utilized for key human resources policy decisions by administrative and government officials. Employees within this classification may provide supervision or act as a lead worker with an emphasis on expert knowledge in a specialized area.

Knowledge, skills & abilities

In addition to those identified in the previous levels:  Knowledge of federal and state laws, rules, and regulations pertaining to public personnel administration.

Typical qualifications

Bachelor’s degree and 2-4 years of experience. (Substitutions may be allowed.)
