General summary

This is a senior-level position within the State’s central budget office responsible for analyzing legislation, governing policy, administrative rules, fiscal policy actions, performance standards, and operational strategies for State government. At this level, employees review fiscal impact statements for legislative concepts and proposed legislation to identify needed changes and develop recommendations. Incumbents also assist or develop proposals for statewide fiscal policies and program areas. Work at this level requires the ability to analyze and prepare a balanced fiscal program for the Governor and ensure implementation of legislative approved programs and policies. Employees at this level may function as team leaders and direct the daily work of lower-level employees.

Knowledge, skills & abilities

In addition to those identified in the previous level: Ability to comprehend program goals, objectives, and operations and relate these to budget analysis. Ability to identify areas of concern and develop recommendations for needed changes. Ability to develop budget proposals for large scale program areas and statewide fiscal policies.

Typical qualifications

Bachelor’s degree and 3-5 years of relevant experience. (Substitutions may be allowed.)
