Typical functions

The functions within this job family will vary by level, but may include the following:

  • Coordinate and/or participate in construction projects.
  • Plan or assist with project specifications and goals.
  • Identify and/or offer resolution to technical and procedural problems.

Positions allocated to this series may perform the duties described, or specialize in planning and development of construction contracts. The work assigned to positions in this series ranges from assisting with construction project coordination to overseeing multiple project contracts.

Construction Project Technician

Vocational construction administration position accountable for assisting in the coordination of construction projects. Employees assist in preparing plans and specifications for projects which includes scope of work and cost estimates. Observes work crews and contractors for compliance with project work plans and objectives.

Knowledge, skills & abilities

Knowledge of building trade areas and the materials, equipment, tools, and methods used. Knowledge of construction and trade areas safety requirements and methods. Ability to identify construction issues and propose resolutions.

Typical qualifications

High School diploma or equivalent and 2 or more years of experience in construction projects. (Substitutions may be allowed.)

Construction Project Specialist

This is a professional-level construction administration position accountable for planning and coordinating new construction, repair, and preventative maintenance for facilities and infrastructure under the control of a state agency. Employees at this level prepare construction plans and specifications for projects which includes: developing scope of work, obtaining field measurements, and preparing cost estimates for required materials. Employees consult with agency staff, public officials, architects, engineers, surveyors, and contractors regarding new construction, repairs, and physical plant maintenance issues. Employees provide advice to field staff and offer resolutions to technical and procedural problems.

Knowledge, skills & abilities

In addition to those identified in the previous level: Knowledge of building codes, environmental regulations, and safety codes. Knowledge of project management processes and procedures. Ability to analyze and interpret technical construction documentation. Ability to prepare cost estimates for required materials.

Bachelor’s degree and 1 or more years of experience in construction projects. (Substitutions may be allowed.)

Construction Project Supervisor

This is a supervisory position accountable for planning, coordinating, and directing new construction, repair, and preventative maintenance for facilities and infra-structure under the control of a state agency. Employees work with agency staff, field staff, public officials, architects, engineers, surveyors, and contractors on new construction, repairs, and physical plant maintenance issues. Employees offer resolutions to technical and procedural problems. An employee plans, coordinates, and directs new construction and preventative maintenance and repair projects. Supervise staff and ensure projects are completed according to established timeframes and within outlined specifications. Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline.

In addition to those identified at the previous levels: Skill in identifying technical and procedural problems and providing resolutions. Ability to interpret and apply building codes, environmental regulations, and safety codes. Ability to train, mentor, coach, and develop skills of staff. Ability to plan, coordinate, schedule, and oversee construction projects.

Construction Project Manager

This is a managerial position accountable for administrative work of directing, planning, analyzing, and coordinating facilities operations or services. Employees are responsible for administering new construction, remodeling, and maintenance repair projects. Prepare contracts; evaluate and negotiate bids and lease agreements for commodities, services, or commercial properties. Oversee the administration of projects and/or multiple contracts. Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Skill in understanding, interpreting, and applying applicable laws, rules, regulations, codes, and standards. Skill in assessing situations and providing resolutions mitigate potential risks. Ability to prioritize and meet deadlines.
